Also ich hatte die Probleme auch nach einem Umzug von RPI3 auf 4.
Folgendes war bei mir erfolgreich:
Bluetooth muss an sein:
sudo systemctl enable hciuart
Diese Befehle nochmal durchgeführt:

sudo setcap cap_net_admin,cap_net_raw,cap_net_bind_service=+eip $(eval readlink -f `which hcitool`)
sudo setcap cap_net_admin,cap_net_raw,cap_net_bind_service=+eip $(eval readlink -f `which hciconfig`)
sudo setcap cap_net_admin,cap_net_raw,cap_net_bind_service=+eip $(eval readlink -f `which l2ping`)
Installation node-bluetooth
npm install node-bluetooth --save
Jetzt sind alle gelbe und rote Logeinträge weg und die Radar2 Ojekte sind wieder da.
