Dann setz den in die Gruppen rein:

sudo usermod -a -G adm,dialout,iobroker Andreas

Vermutlich ist der Sprung zu groß.
Deinstallier den telegram-Adapter und dann installierst du den neu.

Kann nur beisteuern dass eine Installation bei mir problemlos durchlief.

Vielleicht verrät es uns iob install telegram --debug

Ansonsten versuch mal

iob i telegramm@3.0.1

Hat sich zwar nicht viel geändert aber die neue Version sollte npm zwingen die Daten neu runterzuladen. Nicht dass ganz einfach der download defekt ist und npm meint eh alles im cache zu haben...

Wie kommst du an diese Version ... das ist eine alte latest !?
