No editing in Blockly mode

I don't have script editing tools for Blockly mode. Any idea to unlock?

I found the cause of the problem. Blockly does not work when the system in Polish is selected.

I downloaded the version 7.1.1 and it looks much worse.. total lack of access to scripts [when system is set into polish language]
