@mikee123 create a complete new flow then look if it works. If it is in each flow deactivate all nodes which are hardware related etc.
Otherwise you should export all flows separately, delete all flows or flows.json and import one by one.

My solution (which I did tried 4x today) is to do a clean install. And then do the following in this order:
restore history, java scripts and zigbee data
install VIS via the adapters
do an ioBroker restore
And then the history data is still missing unfortunately. at least the system is up and running again in 10 mins. Did it 4x to get the Tuya devices to connect. unfortunately to no avail... (separate thread)
BTW I changed from RPI to docker on Ubuntu server running on a Fujitsu Futro s740 with 8Gb and 128Gb SSD. That is a bit more stable and flexible than the RPi system.

just for solving a solved thread - to help others with IKEA pairing problems:
to pair a tradfri device - in my case a bulb.
I switched it off for 10 sek, then on/off for 6 times and on again:
now it is ready to pair (brightness changed smooth from dark to bright and back)
